S.T.A.R.S
The Special Tactics and Rescue Service (S.T.A.R.S) was established in 1996 as part of plans dreamt up for "A bright, 21st Century Raccoon City".
S.T.A.R.S would be formed by capable members of the Police force, Military and Civilians alike and would respond to terrorist acts, organised crimes and any other criminal activity that the Raccoon Police Department could not handle.
